The militant
group was formed under the leadership of Hilal Ahmed Mir
in the 1980s, as a Kashmiri separatist movement. He is
considered to be responsible for turning the secular
movement into religious one. Hilal Ahmed Mir a.k.a.
Nasir ul-Islam supported the unification of all militant
groups operating in Kashmir, under one banner. The group
was merged into Hizb ul-Mujahideen after its formation
in 1989.
